    Abstract: 本計畫以兩年為期，研究美國於一九八九年至二零零一年間對歐洲各國的政策。本計畫的假設是：(一)在後冷戰時期，美國對歐洲各國的政策勢必作若干調整而不致一成不變；(二)小布希政府對歐洲的政策會作重大修正；(三)美國對歐洲各國的政策有其互相關聯性；(四)歐洲情勢穩定與否對國際情勢影響很大。本計畫採用歷史分析法，文件分析法及比較分析法，就美國官方文件、媒體報導與美國具體行為，分析美國對歐洲各國的政策，比較其政策的持續與改變，探討其政策影響的因素，推測未來十年美國對歐洲各國所可能採取的政策，及其對歐洲國際局勢的可能影響。
    This is a two-year project, studying the policies of the U.S. toward the countries of Europe from 1989-2001. These countries includes. The Basic assumptions of the project are: (a) in the post cold-ear era, U.S. policies toward European countries cannot remain unchanged, and some adjustments must be made; (b) the new administration under George Bush Jr. will make important change in U.S. policy toward Europe; (c) there is linkage among U.S. policies toward the countries concerned; (d) instability in Europe affects international situation This Project uses the method of historical analysis, documentary analysis, and comparative analysis, examining on the base of U.S. official documents, mass media reports, and U.S. concrete policies toward the European countries, pointing out their change and continuity, investigating the variables of the policies, and predicting U.S. policies toward these countries in the next decade, and their possible influence on international situation in general and the European situation in particular.
