    Abstract: The article discusses the urgency of enhancing spending coordination and cooperation mechanisms between national authorities in the U.S. in 2008. It examines ideal types of economic planning initiated by the local government and investigates the planning property of the government. It highlights global planning for the provision of international public goods (IPGs) through spending cooperation between national authorities.
