本研究計畫利用文獻分析、深度訪談、問卷調查和參與觀察等研究方法，針對台北市政府各機關的民意探求機制，進行有系統而詳細的審視與評估，以下分別就三方面提出本研究的重要發現和相關建議，以供台北市政府未來精進市民需求調查機制之策略參考。 This research examines the operation of Taipei City Governments's citizen opinion gatherig mechanism,specifically on large-scale opinion polls. We first investigate ithe unit of telephone interview unit under the TCG's Reserach, Development and Evaluation Commission. We further explore how each bureau and brnch of the TCG conduct citizen opinion polls. To better our understanding about TCG's opinion gathering mechanism, our research team conducted secondary data analysis, praticipant observation on the above-mentioned telephone interview unit, questionnaire survey on each agency of the TCG's and interviews with TCG's officials administering opinion poll as well as head of private poll centers outside the TCG. This research not only constructs the overall picture of the TCG's citizen opinion gathering mechanism, but also proposes suggestopms for the TCG to imporve its quality control of telephone interview management and its personnel training programs for survey research.
