    Title: 教育審議委員會組織功能運作之研究

    Abstract: 民國八十八年六月二十三日公布教育基本法,其中第十條明文規定:「直轄市及縣(市)政府應設立 教育審議委員會,定期召開會議,負責主管教育事務之審議、諮詢、協調及評鑑等事宜。……委員會之 設置辦法由直轄市及縣(市)政府定之。」地方教育審議委員會之設置,其主要用意在於建立教育行政 組織之獨立性,避免使教育之行政與決策受到黨派之影響及政權更替之衝擊,此一理想能否實現,尚有 待其他相關配套措施的配合與落實。 目前我國已有部份縣市政府成立地方教育審議委員會,如台北市、台北縣、基隆市、新竹市及宜蘭縣 等,為地方教育事務提供審議、諮詢、協調及評鑑等事宜。由此來看,地方教育審議委員會的設置已直 接影響直轄市與縣(市)政府教育事務的運作,哪些事項需要地方教育審議委員會審議與評鑑?委員會 之建議、決定或結論對教育局之效力如何?委員會之建議、決定或結論如經教育局採納,其實施是否須 經一定程序?綜合來說,教育審議委員會與教育局二者的關係如何,教育審議委員會審議的範圍為何? 皆須要進一步的釐清。 綜合以上,本研究的研究目的如下: 一、探究並比較先進各國教育審議委員會設置運作模式之異同。 二、瞭解我國各縣市設置教育審議委員會者其實施狀況與成效。 三、探討教育審議委員會之組織、定位及功能。 四、研提如何落實並有效發揮教育審議委員會功能之具體建議。 本研究將依下列步驟進行: 1.蒐集有關文獻與行政理論,並參考有關教育審議委員會的各項法令。 2.與專家晤談,蒐集相關意見與資料。 3.編制問卷,以探知教育審議委員會運作之情況與問題。 4.進行問卷調查,並進行初步問卷資料分析。 5.邀請教育專家學者、行政人員、教師代表、家長代表及具代表性之教育審議委員會成員,舉行專家 座談會,蒐集相關意見與資料。 6.綜合問卷與座談會之各種資料,進行資料分析。 7.撰寫研究報告並依據分析結果提出相關建議。 本研究預計達成下列目標。 一、瞭解現行教育審議委員會之成員及產生方式 二、瞭解現行教育審議委員會之運作模式與成效 三、瞭解主要先進國家教育審議委員會設置運作模式 四、分析並提供未來落實並有效發揮教育審議委員會的策略與方法,以提供相關單位日後參考。 Educational Basic Laws were announced On 6th, June, 1999. The tenth amendment requires "All the governmental departments should establish the educational Deliberation Committee, periodically hold conference, responsible to the educational affairs……"And now some governmental department, included Taipei City, Taipei County、Keelung City and etc. It shows that Educational Deliberation Committee has a great influence on the education Affairs, thus a lot of problems need to be solved. The purposes of this study are as follows: 1. To explore and compare the developed country`s different model of establishing the Government Deliberation Committee. 2. To understand how does the Government Deliberation Committee of Taiwan work. 3. To know about the organization, definition, and function of Educational Deliberation Committee. 4. To make some recommendations thus the Educational Deliberation Committee come into effect. The estimated aims of this research is: 1. To know the present Educational Deliberation Committee`s members and how they bring about. 2. To understand the present Educational Deliberation Committee`s effect and how does it work. 3. To know why the developed country establish the Educational Deliberation Committee. 4. To analyze and provide some strategies for future enforcement.
