    Title: 國際衛生組織身體活動量表監測系統的建立與國際合作(二)電話訪問調查

    Abstract: 個人生活型態佔死亡與疾病的四大決定因素中的50%。考慮推動的能力、對計畫評值的可行性、及與公共衛生的相關性後,美國為2010年設定國家健康目標時,將身體活動列為國家十大健康首要指標。1989年我國衛生署署為提昇國民健康水準,達成世界衛生組織所揭示之公元2000年全民均健之目標,訂立為期四年「國民保健計畫」。將健康體能促進列為健康促進的二項工作之一,體委會、教育部及行政院勞委會也開始積極投入健康體適能(health-related fitness)之計劃、教育及宣導工作。增加身體活動可以降低許多慢性病的發生、促進心理健康,是積極國家健康促進的政策。但是需要有一套好的監測系統,了解不同季節國人的身體活動現況。建立起國人的身體活動基本資料後,不僅有助於政策、措施制定的參考,更可以做為政策、措施成效的評值工具。國際衛生組織深刻了解此一重要性,繼癌症、心血管疾病登記後,發展出國際身體活動量表,期望比較全世界的身體活動量,及其對健康的影響。我國一直盼望重返國際衛生組織,但橫亙於前的困難重重。國立陽明大學運動健康科學研究中心,持續積極與國際組織建立公私立友好關係,並以研究成果及經驗,爭取到國際身體活動量表的中文翻譯權,業已完成本土調整,發展出我國適用之中文版,並經信效度檢測,獲得國際組織負責人之高度讚賞。下一步應該完成國民身體活動測量監測系統,獲得國人活動盛行率調查,在已有的良好國際合作關係上,讓國人的資料為前鋒,先行進入國際衛生組織。 Significance of this Study: The public health burden of sedentary living has been recognized globally, but the scope and impact of the problem are unknown. This study aims to use a standardized instrument (International Physical Activity Questionnaire ?HiIPAQ?Hj) to assess levels of physical activity across a diverse set of countries and populations. In addition, both the process and product of this study aim to contribute to the advancement of surveillance activities around physical activity at Taiwan?H?Hs national, and 7 regional levels. Study Aim: The aim of International Prevalence Study (IPS) is to collect, for the first time, nationally representative and internationally comparable prevalence estimates on physical activity from a diverse set of countries and populations from around the world. Methods: Under translation, back translation, 12 sections of focus group discussion and psychometric testing the IPAQ-Taiwan version (administered by telephone interview with reference periods, the?H?±last 7 days?H?H of recalled physical activity) was developed. From August to November in 2004, a nationally representative 6000 samples were collected by computer-assisted telephone interviewing system (CATI). There are two basic methods to sample phone numbers. 1. Random Sampling: Based on the needs of the project, samples are drawn randomly from the phone number lists of the whole Taiwan areas. 2. Random Digit Dialing (the last 4 digits): Based on the needs of the project, the population sizes of the hsians (or towns) to be surveyed are obtained. Then sampling rates and the numbers of phone numbers to be sampled are computed for each hsian (or town). Then phone numbers are sampled from respective directories. The last 4 digits of each number are randomly varied before they are dialed out. Type of Sample: Sampling within a household. Sample Selection: After deciding on the phone numbers, the specific person in a household that gets to be interviewed is yet to be decided. Again the office decides whether to sample within a household based on the specific purposes of the commissioned project. The person that answers our phone will answer 2 questions: a. How many adults above 18 years old are in the household? b. How many males or females are there in them? ?H@?H@Then the CATI system decides which one is to be interviewed according to pre-specified rules and prompts the interviewer to get the right respondent.
