    Title: 我國參與WTO多邊貿易談判策略之經濟分析

    Abstract: 在全球化、自由化時空背景下，一.研究WTO杜哈回合談判與坎昆部長會議各項議題之趨勢變化及各主要會員國之立場。 二.研究八大議題可為台灣帶來之經濟利益或對相關產業可能造成之影響。 三.研究政府應如何審時度勢，積極參與杜哈八大議題，增強結盟，有利台灣發展目標，突出台灣自由化承諾之特色，並裨益台灣轉型升級之大目標與全球化分工體系下台灣經貿競爭力之維護。　　研究成果，包括 1.提出－溫度計（Thermometer），可助益瞭解全球化、自由化時空背景下之各主要會員國對八大議題趨勢冷熱變化，以作為我國應如何「順勢而為」及政策優先次序（priority）之擬訂參考。 2.台灣產業內部調適能力分析（Cost/Benefit Analysis of Adjustment） 3.情節分析與戰略分析（Scenario Analysis） In keeping with the trend to greater globalization, Taiwan joined the World Trade Organization (WTO) in mid November 2001 at the WTO Fourth Ministerial Conference in Doha, Qatar. The meeting also marked the opening of the Doha Round of WTO talks. WTO hopes to wrap up its Doha Round of talks by 1 January 2005. This study will focus on the Doha Development Agenda and would be a strategic research paper for Taipei government, in helping clarifying how to optimize the fruit of give-and take in their tussles with trade-partners in Taipei`s debut as a WTO full-member in the new round of multinational trade negotiations, based on economic evaluation-examining the positive and negative economic consequences of the current commitments and possible further liberalization (with possible offerings and possible requests) of trade on Taiwan, mainly with the tool of GTAP(Global Trade Analysis Project) CGE Model(Computable General Equilibrium Model.)
