    Title: 工業區產業群聚調查及策略規劃(第三年)

    Abstract: 有鑑於GPNs(Global Production Networks)已成為全球經濟生產行為不可逆的趨勢,如何在工業區內形成以GPNs主要供應者的產業群聚,吸引核心產業之跨國企業或台商大廠進駐,串連相關上、下游產業成為產業群聚,成為台灣工業區提升必經的道路。基此,本計畫的主要研究工作包括。 1.因應全球經濟與大陸磁吸效應,持續建立跨國企業在台直接投資、海外台商群聚之分析方法及基本資料庫,從產業區域群聚角度,規劃本地工業區產業群聚專區,提升工業區全球競爭力。 2.透過工業區招商說明會、跨國企業與海外台商經營座談,了解台灣既有產業群聚之生產鏈及核心技術,配合本地生產網路促進土地銷售。 3.針對跨國企業與海外台商需求,研擬結合在地工業區生產網絡獎輔措施,創造國際企業投資群聚專區誘因與在地廠商的經濟附加價值。 4.根據工業區計畫型產業群聚規劃結果,定點投入產業輔導資源,繼續推廣及建立工業區產業群聚專區制度,提升台灣工業區整體全球競爭力。 5.邀請專家學者協助問卷調查設計與統計分析,提高研究團隊問題解析與判斷與深入瞭解客戶問題能力。 Because of GPNs (Global Production Networks) is now the irreversible trend of production behavior within global economy. Facing economy globalization and continent magnet suck effect, Taiwan?HHHHHH?HHHHHHs industry development policy should emphases in: attracting core industry comes here, causes industrial cluster, and promotes high affixation value section of production chain, increase local industrial district manufacturing base and competitive power thickness. The research aims at investigating industrial cluster development and its policy implication, by doing industrial survey and a wide field work on the changing production chain and spatial relation of the industrial zones developed by Industrial Development Bureau. The survey and field work results is to explore strategic policies and implication for Taiwan. With reference to the industrial cluster and GPNs related theories, the content of this study includes the spatial investigations of the FDIs in Taiwan and Taiwanese investment overseas; the spatial linkages in mainland China are also the analysis focus. Two conferences to attract local firms and FDI will be held, in order to promote the investment in the industrial zones. This study result will points out the structural and institutional problems of the cluster development, and provides the strategic framework for developing industrial cluster policy and embedding industrial Taiwan into global production networks.
