Abstract:	台灣的軍公教及司法人員人員所享有的社會保險養老/退伍給付、退撫制度及優惠存款的多重保障，讓軍公教人員得有極為優渥的保障。惟此一制度也造成社會資源不平等分配的現象。其不止使得其他國民未能獲得充分保障，也使得國家財政陷入重大危機。如何改革，遂成為極為迫切的政策與學術問題。本研究除了將對台灣的有關法制加以檢討分析外，將特別針對美國及德國之有關制度進行比較分析。藉由此等比較研究，冀能獲得解決台灣有關困境的解決之道。如此，不只將有助台灣社會安全法制的健全，也方能使國家免於破產危機。
