    题名: 台北縣都市更新規劃案--以板橋、永和及三重都市計畫為例

    摘要: 台北縣目前總居住人口已逾350萬人,為全國之冠,其中都市計畫地區居住人口達320萬人(95%),平均人口密度更達到1712人/平方公里。在此人口高度集居之地區,往往因公共設施用地不足及都市老化等問題,影響都市環境品質。民國87年11月11日都市更新條例發布之後,政府更應積極推動之都市更新政策。另外921集集大震後,台北縣部份地區亦遭受破壞,故有必要結合都市更新之推動,全面性檢討都市防災設施的充分性,以達到建設安全、舒適都市生活環境的目標。本計畫之目的,除檢討評估過去台北縣都市更新實施的狀況外,主要在建立具體之都市更新地區評估機制,並研擬台北縣整體都市更新推動策略。此外,以板橋、永和與三重為例,進行都市更新地區與更新單元劃定的試辦作業,以供後績作業之參考。本規劃作業之成果,除板橋、永和及三重都市更新地區個案作業另有三本報告書之外,茲將本報告書之重要成果歸納如下: 1.都市更新地區劃定準則依傳統都市更新之觀念,都市更新地區之劃定主要係選擇實質環境最窳陋的地區,完全忽略執行的可行性與執行的效益。本計畫建議除考慮環境窳陋程度之外,應同時考慮不動產開發的市場潛力與縣政府推動公共建設的社會效益最大化,例如重要交通據點(捷運車站、高速公路交流道)周邊地區。 2.都市更新地區的土地使用內容傳統都市更新的實施對象多以住宅社區為主,就台北縣的情形而言,實有必要擴大範圍,特別是廢棄工廠的工業區再開發利用,捷運車站出口周邊的商業區,及國防單位遷移的大型基地再利用。 3.都市更新推動的策略原則更新事業的推動必須配合民間市場的活力與變化,否則有可能淪為淡海新市鎮開發的同樣困境。本計畫建議除配合重要公共建設地區由政府主導之外,其餘地區應儘量以民間力量為主,政府協助為輔。因此,都市更新地區的劃定除政府直接選定的地區之外,應允許民間主動申請以適用都市更新事業相關獎勵。 4.都市更新基金的設立與推動台北縣政府的市鄉發展局己有行政組織的基礎,但缺乏充份的財源作為動力。建議儘早設立都市更新基金並應籌經費以便積極推動。 5.都市更新獎勵誘因的多樣化除傳統的容積獎勵之外,適當的行政協助,土地使用變更、公共設施配合建設、公地配合利用、低利融資貸款、稅捐優惠等都是可考慮採行的配套措施。 6.都市更新推動機制「新北縣、好生活」是台北縣政府的施政目標,都市更新的政策目標則是在提供優質的都市環境,創造快意的富麗人生。推動機制的設計則必須兼顧法令基礎、財政資源、人力組織、民眾參與與行銷推廣之配套。詳如報告書第五章。 The current population in Taipei County has reached 3.5 million last year, among which, 3.2 million are living in the urban areas. The population density has reached at 1712 persons per squared kilometer. In such an high densely populated area, environmental quality are seriously pressured by problems such as inadequate infrastructure supply and facility aging. It is thus an important task for the government to promote urban renewal, especially with the promulgation of Statute of Urban Renewal on November 11 of 1998. In addition, the 921 Earthquake in 1999 has seriously damaged some areas in Taipei County. It is necessary to promote urban renewal comprehensively so that infrastructure systems for urban safety can be sufficiently supplied to ensure safety of living environment in Taipei County. The main purpose of this project is to evaluate the performance of the urban renewal promotion in Taipei County, and to establish an evaluation system for the designation of urban renewal areas. In addition to the preparation of implementation strategy, three urban areas (Ban-Chiao, San-Chong, and Yung-Ho) are targeted for case studies. In addition to reports on the three case studies, major findings of this project are summarized as follows: 1. Evaluation criteria for the designation of urban renewal area In the traditional concept of urban renewal, the designation of urban renewal area is to identify areas where the physical environmental quality are the worst, implementation feasibility and social benefits are often omitted. It is the strong recommendation in this project that both market potentials of estate development and social benefits of major infrastructure development by the government should be considered altogether. For instance, areas surrounding major transportation nodes (e.g. MRT station and freeway interchanges) are places worthy consideration. 2. Land use of urban renewal areas Traditionally, urban renewals targeted at housing renewal projects. To Taipei County, the target areas should be much wider. For instance, the industrial land left by obsolete factories; commercial areas nearby MRT stations; large sites left by military bases. 3. Principle of urban renewal promotion Promotion of urban renewal projects should be consistent with the vigor and changes of private market, otherwise, it maybe end up with the same problems of new town development in Dan-Hai. Aside of areas where direct government investments needed for major infrastructure provision, renewal projects should be initiated by private sector and be facilitated by public sector. Based on this principle, it is suggested that opportunities should be provided to encourage private developers to apply for the implementation of urban renewal for areas outside the list of designated urban renewal areas. 4. Establishment of Urban Renewal Foundation is the priority To promote urban renewal, many resources such as human resources and funding resources are needed. Currently, Taipei County has established Bureau of City and Country Development to serve as the administration unit, however, funding resources are still badly needed. It is suggested that the establishment of Urban Renewal Foundation should be on the top of the task list. 5. Diversification of incentives for urban renewal promotion The traditional incentive of bulk rate is important, however, it is not enough. Administrative support, land use rezoning, infrastructure construction, public land joint development, low interest loan and tax deduction are potential incentives for future promotion. 6. Implementation mechanism of urban renewal ????New Taipei County, Nice Living Quality?? is the goal of the Taipei County government.
