Title:	地籍圖重測委託辦理方案之研究

Abstract:	本案研擬之重要結果，簡述如下：（1）地籍圖重測委託辦理之委託範圍，除職責上必須由政府機關自行作業者外，其他項目均在委託辦理之範圍。（2）委託之方式，主要以民間測量公司為對象，為顧慮重測成果之精度及削價競標造成之影響，採用限制性招標方式。（3）承辦委託之單位，其作業人員之資格經歷，均須有適當之限制，並有輔助性人員訓練之設計。（4）委託辦理之經費編列，作深入之研究，以不浪費公帑，承辦者有合理之利潤為原則，消除以往委託案無人投標之現象。（5）為確保重測成果之品質，設計嚴格之查核制度，配合每一作業階段實施查核，成果不通過者即停止後續作業，中止委託關係。（6）為補救因測量錯誤導致人民權益之損害而有賠償之事故，研擬測量責任保險辦法之建立，以期萬一發生賠償事件時有求償之途徑。（7）研訂「地籍圖重測委託辦理作業手冊」及「地籍圖重測委託辦理查核手冊」以為承辦重測及查核業務之作業規範。（8）研擬設立地籍圖重測委託辦理顧問小組，期能對重測業務作意見之溝通，技術之協助及方案之改進。
