    摘要: 為落實國土計畫法(草案)所揭示的農地分級分區管理的理念，並推動第五次全國農業會議有關農地管理議題所決議之農地資源的發展方向，本研究藉由國內外文獻蒐集分析及專家學者與官員實地訪談，將致力於達成如下之目的： 1. 釐清國土計畫法(草案)未來農業發展與農地管理政策之定位。 2. 研擬農業發展地區之次分區及分級的劃設原則。 3. 研訂農業發展地區各次分區的管制原則及容許使用項目的相關規範。 4. 建立農地轉用的準則與管理機制。 5. 提供農地政策誘因，以落實農地農用的政策目標。In order to explore the notion of agricultural land use zoning and sub-zoning promulgated in the draft of Territory Planning Act and to provide resolutions regarding farmland management in the Fifth National Agriculture Conference, the research deliberates the literature review and the opinions of the scholars and specialists to attain the following purposes: 1. To clear the orientation of agricultural development and agricultural land management policy. 2. To establish the delineation principles of agricultural land use zoning and sub-zoning in agricultural development areas. 3. To draw up the principles of land use control and the items of permitted use in agricultural development areas. 4. To establish the criteria and principles of mechanism regarding agricultural land use conversion. 5. To provide the agricultural policy incentives to achieve goal of improvement of land use efficiency.
