    Title: 我國現行人口政策探討

    Abstract: 近年來，伴隨著人口出生率與死亡率明顯下降而呈現出的「少子化」與「老齡化」現象已逐漸引起社會各界的普遍重視，咸認極需綢繆因應對策。具體而言，65歲以上老年人口占總人口比例9.2% (2003年) 之事實不囿已使台灣擠身聯合國「老齡化社會」之林；且每一婦女平均1.22之生育數除低於東南亞近鄰之日本(1.3)、南韓(1.3)、與新加坡(1.34)外，更低於美國(2.0)、法國(1.9)、英國(1.6)、加拿大(1.6)、瑞典(1.5)和德國(1.4)等先進國家。我國生育率的持續下降固然反映了六0、七0年代「家庭計畫政策」的成功，然此一態勢亦將加速人口老化速度。事實上，專家們預估，民國100年時我國65歲以上老人人口比例將逾10%；110年時該比例更將超過16%。而民國111年之後，總人口將愈趨減少。 另一方面，除人口結構之內部變化外，對台灣地區言，因全球化而益形普遍之國際/區域間移民亦衝擊著其人口組成。年來外籍勞工、外籍和大陸配偶人數之大幅增加便為明證。 「少子化」和「老齡化」的結果必然為社會帶來不同的需求與衝擊。「少子化」將首先反映在學齡人口的遞減上，進而衝擊到教育事業的發展。其次，勞動力亦可能出現不足及高齡化傾向。至於「老齡化」走向勢必會增加退休養老和老年醫療照顧需求，進而影響社會福利支出的負擔結構。總的來說，經濟人口的負荷必會加重，未來人們的工作型態亦有調整必要和可能。此外，日益增多的「國際移民」除將重組台灣社會面貌，豐富其多元文化外，勢亦可能影響其總體國際競爭力。 總之，前述各項人口結構變遷涉及政策層面至廣，舉凡教育、醫療、社會福利、勞工、移民與財政均與之相關，有賴整體考量，方足建構完整周延之人口政策。
