    Abstract: 台灣的工業發展近年來由於受到勞力缺乏 □外匯升值□環保意識□地價狂飆等內外因素 的影響,投資環境日漸惡化□企業不斷外移,整 個產業環境面臨由容易運作轉為適者生存的轉 捩階段.反觀大陸的工業發展,近十四年來由於 其積極的改革開放,加入國際大循環之經濟發 展政策,正走向市場潛力與投資機會無限的經 濟發展起飛階段.過去十年兩岸的產業結構在 前述內外環境交相變革的情況下,均作了可觀 的改變.本研究即在探討近十年來兩岸產業結 構的差異,並透過近五年來兩岸貿易及投資之 產業互動分析,推論未來可能發展之趨勢.研究 內容□方法架構上大致從數個角度切入:(1)兩岸產業政策□主要產業辨認與工業結構變化□ 消長之分析,採用成長貢獻率□偏成長率□ Hoffmann及Chenery分類法等指標分析產業之成長; 另外利用吉尼係數(Gini coefficient)與赫佛因德指 數(Herfindahl index)來判定台灣與大陸的工業的空 間分布;(2)自1987年以來台商赴大陸投資引起之 兩岸投資與貿易消長之情形;(3)大陸要素生產 力(尤指資金與勞力之使用效率);(4)台商對外投 資與產業結構變動之分析,此部分採取非結構 式的深入訪談法配合結構式問卷調查之分析, 以探索我企業投資決策行為及國際生產分工之 模式在東南亞與大陸有何異同;(5)利用台灣地 區1986年的投入產出表與大陸地區1987年之I-O表 建立兩岸聯結模型,並試圖模擬在:a.完全開放 進出口,與b.完全禁止進出口之情形下,對兩岸 經濟的可能衝擊.預期研究成果對政府處理對 外投資與大陸經貿政策上,會有可具體量化之 評估依據.
