本計畫擬針對英國所發展出之DBFO模式，深入探究其制度內涵與實務操作機制，除欲就我國是否適宜將DBFO納入現行民間參與公共建設模式中，以擴展招標制度之運用範圍，提高公共建設善用民間資金與營運能量的效益規模；亦期望透過瞭解其他先進國家引進DBFO模式之歷程、作法、與經驗檢討，對我國如欲推動此一模式所需之前置準備工作、期程規劃、潛在課題之應對措施、以及相關單位如政府各主辦機關與營建業廠商的影響等，提出具前導作用之建言。綜上所述，本計畫將完成下列研究成果：一、提出DBFO模式之內涵、特性、及相關制度環境之交互影響關係。二、建議DBFO模式適用之公共建設類型與規模。三、建議我國民間參與公共建設及政府採購法相關法規為因應DBFO模式之引進所需之調整。四、提出我國推動DBFO模式之可行性評估結果及對政府各公共建設主辦機關與營建廠商等相關單位之影響評估結果。五、完成一場研討會之舉辦及五位專家學者之訪談。 DBFO(Design-Build-Finance-Operate)- initially developed in UK- is a kind of delivery method of infrastructure projects which allows for maximum risk transfer from the public sector to the private sector partner and consequently also allows for maximum value-for-money to the public sector. This project investigates the natures and practical mechanisms of the DBFO model, and evaluates the feasibility of introducing it into our country. If the DBFO model is commented to be enforceable, then through surveying the executive methods as well as reviewing and amending process of the DBFO model in other countries, we can offer suggestions to our government towards preparation works, scheduling, mechanisms for responding to the impacts on public sectors. The main results of the project are proposed as follows: 1.The natures of the DBFO model and its interactive relationships with legislative environment. 2.The enforceable types and scale of infrastructure projects under DBFO model. 3.The desirable modulation of 'Act for Promotion of Private Participation in Infrastructure Projects', 'Government Procurement Act' and related regulations for the addition of the DBFO model. 4.The feasibility of bringing the DBFO model in our country and the potential impacts on public sectors and construction industry. 5.One conference and five professional interviews.
