Abstract:	一、研究內容本研究的內容包括三大研究主軸，亦即： 1.調查大臺中財政現況並提出直轄市債務之解決方式。 2.預估合併後直轄市的財政規模，求得資源最適之組合。 3.提出未來施政財源之籌措方式及各項財政管理整併。二、計畫研究架構本研究架構內容共分為三個部分。第一部分：現況及問題。第二部分：分析探討。第三部分：結論及建議。茲分述如下：第一部分：現況及問題 1.大臺中財政現況與未來發展 2.大臺中現有的政府債務如何解決？如何維持財政穩健？ 3.大臺中未來的財政規模如何預估？ 4.大臺中土地開發整合如何規劃？第二部分：分析探討 1.總體籌措財源之策略 2.高鐵站土地開發整合 3.機場土地開發整合 4.臺中港區土地開發 5.加速捷運建設，健全大眾運輸系統 6.汙水下水道等其他建設之財源 7.財政規模預估第三部分：結論及建議
