    題名: 全球區域經濟整合發展對台灣經濟的影響

    摘要: 自1990年代以來，由於WTO架構下的多邊及雙邊談判進度落後、困難重重，世界各國開始尋求其他管道以拓展其國際經濟實力。在此一情勢發展下，區域經濟整合(regional economic integration)的組織模式便受到青睞。根據Bretschger and Steger（2004）指出，經濟整合影響經濟成長主要是藉由規模效果渠道（scale-effect channel）與要素重配置渠道（factor-reallocation channel）來達成。整體而言，由於EU及NAFTA等區域經濟合作已十分完備，而東南亞各國所共組的東協，也有一定程度的規模，使得中國、日本與韓國等亞洲重要經濟國家，開始考慮進行更緊密的經貿關係整合，並尋求加入其他區域經濟組織的可能性。 因此，在區域經濟一體化的趨勢逐漸形成的同時，亞洲經濟區域整合的形勢也因而發生重大的變化。 2003年10月間，中國總理溫家寶與日本首相小泉純一郎、韓國總統盧武鉉於在印尼舉行中、日、韓領導人第五次會晤。會議中簽署《中日韓推進三方合作聯合宣言》，強調遵循《聯合國憲章》的宗旨和原則以及其他公認的國際關係準則下，以透明、開放、無排他性和非歧視性為原則，在相互信任、相互尊重、平等互利、謀求共贏的基礎之上，進行貿易、投資、金融、交通、旅遊、政治、安全、文化、資訊通信技術、科技及環保等領域的合作。並成立「三方委員會」對三國合作進行協調規劃，甚至進一步研究建立中日韓自由貿易區。 東亞地區經濟實力與規模較大的中國、日本、以及韓國這樣的區域整合態勢，勢必，對台彎的經濟發展有所影響。然而，當前三國之間的經貿關係，仍有許多障礙橫亙其中，例如，日本對農業的保護政策，尤其農業補貼方面，一直以來頗受各國質疑。因此，未來三國經濟合作的發展、進度與時程，目前仍難以預料。不過，可以肯定的是，三國之間以及三國與東協之間的經貿關係，短期內可能會朝更加深化的方向前進。對於台灣而言，由於目前台灣在參與國際性經貿合作相關組織或對話平台時，常受兩岸政治因素之干擾。在兩岸政治僵局暫時未能化解的情況下，對於台灣與其他各國建立更密切的經貿關係而言，不論在WTO的架構之下，或者區域性經貿合作關係的建立，都是一大阻礙。在全球區域經濟整合逐漸加溫之時，雖然各個區域經濟整合不見得會使其成員國內的貿易有重大的影響， 但卻可能使台灣經濟面臨邊緣化的危機。因此，在全球區域經濟整合的洪流中，台灣宜提早做好因應策略，以防微杜漸。因此，本研究計畫主要是探討全球區域經濟整合發展，對台灣經濟可能產生的影響。除利用政治經濟理論與國際政治經濟學外，也將與國內外學者座談，探究以下研究綱要：一、簡要回顧區域經濟整合的相關理論；二、簡析世界主要區域經濟整合組織的產生的背景與發展；三、分析目前世界主要區域經濟整合組織的發展現況與未來可能的發展趨勢；四、深入探討全球區域經濟整合對台灣經濟可能產生的影響；五、提出具體的政策建議。 Since 1990s, many regional economic integrations have been established due to the delay of bilateral and multilateral negotiation under WTO framework. Up to now, some regional economic integrations are quite well-established, such as European Union (EU) and North American Free Trade Agreement (NAFTA). In the region of Southern Asian, nations have also constituted the Association of South East Asian Nations (ASEAN). Recently, China, South Korea, and Japan have decided to build up a closer economic and trade relation for seeking a possibility of forming an economic integration among them. Under this mainstream development of regional economic integration, however, Taiwan is still unable to officially attend any regional economic integration. The primary purpose of this research project is to examine the possible impact of regional economic integration on Taiwan？HHHHHHH？HHHHHHHs economy. Using theory and methodology of political economy and international political economy, this research project includes the following 5 key points. 1. Reviewing the related literature regarding the regional economic integration. 2. Describing the development and the background of primary regional economic integration in the world. 3. Understanding the future development of these regional economic integrations. 4. Deeply analyzing the influence of regional economic integration on Taiwan？HHHHHHH？HHHHHHHs economy. 5. Providing some policy implications and suggestions to Taiwan government.
