    Abstract: 行政院長謝長廷表示，體委會預算應以國家總預算的1%為目標，因此，體育經費尚有成長的空間。在此情形下，台灣體育發展近程財務如何規劃，且其財務經濟效益必須先做評估，方不負財政拮据下政府挹注體育發展之美意。 本計畫研究內容包括：1. 分析檢討我國體育活動經費支用現況。2. 分年規劃體委會近程經費增加之額度及施政業務項目。3. 評估分年分項之經濟效益。4. 提出法規制度之建議。 本計畫研究方法包括：1. 文獻探討。2. 專家訪談。3. 制度分析。 The Primier, Chang-ting Hsieh, said that the budget of the National Council on Physical Fitness and Sports should aim at the 1% of the total central government budget. Thus, in the short run, the budget on physical activities will be increasing. Under the situation, how to make the short-term financial planning of the development of physical activities, and its financial and economic effects must be evaluated so that every dollar will be efficiently spent on the development of physical activities. The research contents of this project includes: 1. to analyze and review the current situation of the spending of physical activities in Taiwan; 2. to plan the incremental amount of the short-term budget and the government`s physical activities for each fiscal year; 3.to evaluate the economic benefits of expenditure of each year; 4. to make a proposal of regulation and institution. The research methodology of this project includes: 1. literature review; 2. expert consult; 3. institution analysis.
