本研究計畫的目的，旨在評估首次實施的基本學力測驗之成效，以作為提供教育部政策決策之參考，並落實教育改革的目的。本研究根據研究動機及目的，連續蒐集前二年考生在基本學力測驗的官方資料，除基本資料分析外，並針對受試學生及學校進行問卷調查，以收集受試對象對實施基本學力測驗的看法，作為爾後教育政策研究及制訂之參考。最後，本研究成果可被應用至教育評鑑研究上，作為評鑑基本學力測驗實施成效及建置全國基本學力指標資料庫的參考，若再配合改進入學考試之建議及其替代方法之研究成果，將可落實教育改革的精神與目的。 The purpose of this study is to assess the effectiveness of the basic competency test administered in 2001. This purpose will help the educational policy-making made by Ministry of Education and achieve the goals of nationwide educational reform. According to research motives and purposes, this study plans to collect archival data of basic-competency-test for two years long. Not only explore the descriptive statistics about sampling subjects, but also analyze points of view of the effectiveness of the basic-competency-test administered as a high school entry exam. It will construct the website about nationwide basic-competency index and form the basic data set for educational evaluation. For the sake of educational policy research and making, the completion of this study will propose its research results. Finally, the implication of findings may be applied to educational evaluation. This achievement will help evaluate the effectiveness of basic-competency-test and construct the data bank of nationwide basic-competency index. Coming along with findings for improving and methods for substituting high school entry exams, it will make dreams of educational reform come true soon. Applications and suggestions for the educational evaluation and assessment and for future researches are also proposed, too.
