1.研究WTO新回合談判各項議題之趨勢變化及各主要會員國之立場。 2.研究八大議題可為台灣帶來之經濟利益或對相關產業可能造成之影響。 3.研究政府應如何審時度勢,積極參與杜哈八大議題,增強結盟,有利台灣發展目標,(突出台灣自由化承諾之特色,並裨益台灣轉型升級之大目標與全球化分工體系下台灣經貿競爭力之維護),就此將提出情節分析或談判備案(Scenario Analysis)並據此提出政策建言(Position Paper) In keeping with the trend to greater globalization, Taiwan joined the World Trade Organization (WTO) in mid November 2001 at the WTO Fourth Ministerial Conference in Doha, Qatar. The meeting also marked the opening of the Doha Round of WTO talks. WTO hopes to wrap up its Doha Round of talks by 1 January 2005. This study will focus on the Doha Development Agenda and would be a strategic research paper for Taipei government, in helping clarifying how to optimize the fruit of give-and take in their tussles with trade-partners in Taipei's debut as a WTO full-member in the new round of multinational trade negotiations, based on economic evaluation-examining the positive and negative economic consequences of the current commitments and possible further liberalization (with possible offerings and possible requests) of trade on Taiwan, mainly with the tool of GTAP(Global Trade Analysis Project) CGE Model(Computable General Equilibrium Model.)
