    Abstract: 本研究為兩年期的計畫，第一年的主要工作為蒐集相關資料並對若干聽證個案予以建檔。中國大陸立法制度，已自過去動員式，逐漸演進為有限參與的意見匯集，本研究即據此進行探討，並對目前仍處於試驗階段的立法聽證制度進行實地的訪談研究。在理論建構方面，採用比較研究分析途徑，期對聽證制度的功能建立初步的評估，並藉以觀察中國大陸，在引進聽證制度後，立法透明度是否有所增加。
