    摘要: 本研究計畫主要針對災後之城鄉重建法制予以整體性之檢討，並分析日本於阪神大地震後，其因應大規模災害及重建法制興革之經驗，以進而研擬建議建構我國未來因應重大災害及重建所需法制之應有方向與重點。又研究係分二年進行；本年度主要彙整日本震災發生後，其都市重建法制與對策之內容，並闡述其特色，而後歸納值得供我國參考之經驗，進而對我國未來因應大規模災害及重建所需法律體制之應有方向與重點之建議。
    This study is trying to review the city rebuilding legislation after the disaster and compare it to the experience of Japanese Hanshin-Earthquake. And the direction and major points are submitted and proposed for the legislation of the rebuilding in the future.
