Title:	定位、客戶影響與地價人員行為之研究

Abstract:	陳奉瑤（2002b）指出各縣市內公告土地現值的評估比值(assess- ratio)，離差之平均為17.36％，其間落差更高達42.4％。各縣市雖適用相同法規，評價結果卻有顯著差異。若根據不動產估價師法第四十一條之精神，公告土地現值與市場價值應屬同一標的物在同一期日之估計價格，兩者之差距在20%以上者，理應尋求所在不動產估價公會協調決定其價格。依此推論，評估比值小於80%者，皆有重新調整之必要。觀察台灣地區23 個縣市中竟然有21 個縣市之評估比值小於80%。顯然這當中仍有相當大的改善空間。本研究擬對地價人員評價行為中，「心中有價」（定位）與評價壓力（客戶來源）的課題進行探討，藉由此等深入探討，可提供國內公告現值評價的另一思考空間，且可將行為研究由估價師之觸角延伸至地價人員。本研究擬兼採問卷調查與控制實驗兩種方式，前者藉由變異數分析可檢視整體評價行為是否存在定位與客戶來源之差異性，後者則期望藉由更細膩的小樣本觀察，檢驗地價人員與估價師之定位與客戶來源是否顯著。最後藉由研究結果與發掘之問題，提出修正公告土地現值評價制度之政策建議。
