    Abstract: 本研究探索中國農村在去農業集體化之後衍生的轉型危機，透過大陸農村經濟 發達與貧困地區的資料蒐集與比較，瞭解產生農業轉型危機的制度因素，並建 立解釋農村轉型危機的理論架構。本研究認為地方政府經濟法人觀點、市場轉 型理論、產權私有化觀點都不足以有效解釋中國農村轉型危機，而且農村土地 使用方式、農地徵用與開發，均造成中國農業危機。農業危機必須放在地方政 府財政稅收與幹部個人私利架構下，才能理解為何地方政府是阻撓農地產權明 確與土地市場發展的阻力。縱使中央政府為解決農村危機而欲貫徹農民土地永 久性使用權與建構合法化土地買賣市場，但在與地方政府財稅利益直接衝突 下，中央政策勢必無法在地方徹底落實貫徹。本研究將使我們對中國資本主義 發展途徑與制度基礎瞭解更深入。
