Title:	政府補助藝文型非營利組織之決定因素-以臺北市文化局補助為例 The determinations of government subsidy to nonprofit organizations

Abstract:	本文欲探討政府補助非營利組織之影響因素。政府補助對非營利組織而言是重要且穩定的財源，而那些組織特性會獲得較多的政府補助。本研究將政府補助限於台北市文化局之文藝類補助。運用民國91年到98 年的補助資料，並透過文獻設立可能影響政府補助之變數，以普通最小平方法（Ordinary Least Squares，OLS）估計各變數對政府補助的影響。本研究將政府補助分成政府補助金額、政府補助比例和政府補助金額變動百分比三種類別。最後本研究實證發現非營利組織成立年數越久、計畫金額越高、申請比例越高、受補助次數、新聞能見度越高、組織透明度越高、從事國際活動越多之非營利組織，獲得較多的政府補助金額。而具備能提出高額計畫金額，擁有多次受補助與辦理國際活動的專業能力，以及高新聞能見度和組織透明度者，屬大型組織的可能性較高。此外計畫總金額越高，政府補助金額顯著越高，政府補助比例越低，而計畫總金額百分比變動時，政府補助百分比變動呈顯著正向變動，表示政府補助的幅度低於計畫總金額的增加幅度，使計畫總金額越高，政府補助比例反而降低。
