Abstract:	日本雖在1992-1998年之間，動用約達107.5兆日圓的政府支出以振興景氣，且該國1998年預算赤字已占GDP的6.1% (1991年預算剩餘占GDP的2.9%)，但是Krugman (1999)認為日本並沒有採取擴張性公共支出的措施，日本的預算赤字只是嚴重經濟衰退的結果。本文擬排除預算餘額中的景氣循環因素之後，得到結構性預算餘額。從結構性預算餘額可以看出政府在不景氣時是否有採取權衡性政策。本文除了以數學模型推導OECD結構性預算餘額以外，分別以長期成長趨勢法、Okun法則、Tatom模型估算潛在產出成長率，計算1976-1999年度的結構性預算餘額。通常結構性預算餘額之符號與實際預算餘額相同，只有四個年度例外。
