    Abstract: 本研究旨在建立一套實驗性網路調查系統,瞭解往後推動網路調查所可能遇到的問題。在方法上,透過隨機抽樣方式,邀請1600名民眾進入網路調查系統之後,定期透過網路調查方式,瞭解該群民眾對特定議題的態度與意見。在預期成果上,主要包含比較、檢討網路民意調查的現狀與未來發展,建立台灣公共政策網路調查系統供日後進行調查,比較網路民意調查與一般電話訪問之差異,以及提供推動網路民意調查的建議作法。 This project aims at establishing an experimental web opinion poll system to disclose the possible difficulties for future applications of web survey. Methodologically, by way of random sampling, this project invites 1600 citizens as a pool of respondent into the survey system. Then the attitudes and opinions of these respondents toward certain issues will be surveyed periodically. It is anticipated that this project will provide comparisons and reviews of web survey development. Secondly, an experimental web survey system will be established for extended usage in the future. Thirdly, a comparative study of web survey and telephone will be conducted to verify the utility of web survey. Lastly, this project will bring up policy recommendations based on the previous efforts.
