    Abstract: 本計畫主要針對加拿大近年來所發展的宏觀鑑定模式進行探討，並試圖將宏觀鑑定模式應用於我國政府機關。加拿大國家檔案館(National Archives)於1991 年起採用學者Terry Cook 所發展之宏觀鑑定模式。該模式為求鑑定之客觀性，以機關整體業務為核心進行宏觀鑑定，採行由上而下(top-down)之鑑定模式。此種鑑定模式係先對政府機關的文件形成過程進行調查研究，並廣泛調查各政府機關之發展?史與其職掌業務。檔案鑑定工作是屬於耗費人力與經費的工作，但其重要性卻關係著一個國家是否可以完整保存該國重要檔案的關鍵點，因而採用有效的檔案鑑定方法一直是各國檔案主管機關亟需突破的困境。目前國內檔案主管機關是檔案管理局，以一個主管機關卻需主管全國數千個大自總統府，小至鄉鎮公所產生的機關檔案，其工作可謂十分繁瑣。宏觀鑑定方法的出現正如適時出現的一盞明燈，指引各國政府對於鑑定做法的另一種選擇，此即本研究主要的目的，試圖解決我國政府機關檔案鑑定所面臨的困境。本研究將沿襲98 年度「宏觀鑑定模式在我國政府機關應用之研究」之計畫，在98 年度計畫中，主要以中央政府機關為研究對象，探討中央政府機關中依據宏觀鑑定原理，有那些機關的檔案亟需保存，甚至於在該機關產生檔案之初即予以完整保存。98 年度計畫正在進行中，預期可以取得具體之成果。本年度研究計畫之研究對象係以院轄市及各縣市政府為主軸，透過網路資訊的蒐集、實地深度訪談及焦點團體座談，以取得本研究所需之資料。最後，研擬適用於我國院轄市及各縣市政府機關的宏觀鑑定模式。由於國內目前尚未有此方面之實質研究，因而本計畫所獲得之研究結果將可供國內檔案主管機關 – 檔案管理局及院轄市與縣市政府參考。最終目的是將國內各級政府機關所產生的檔案，予以完整保存
    This study is mainly to study the macro-appraisal model implemented in government institutions of Taiwan. In 1991, the National Archives of Canada implemented macro-appraisal which developed by Terry Cook. The method of macro-appraisal is more objective and focused on the whole activities of the government institutions. The archival appraisal is very important which is related to preserve vital archives of a country. Therefore, how to select an effective method of archival appraisal is always every country’s archival administration try to solve the problem. In Taiwan, the National Archives Administration (NAA) is in charge of the whole country’s archival activities. Because the shortage of staff, it is a troublesome work for NAA to effective appraise archives of thousands government institutions of Taiwan. The macro-appraisal maybe a useful method which could be used in Taiwan’s government institutions. This study follows the last year’s project, the last year project mainly focus on the central governmental institutions. In addition, the background of macro-appraisal development, the structure of macro-appraisal, and the current status of macro-appraisal used in Canada and other countries are all discussed. The results of last year’s project can be referred by the NAA and also the central governmental institutions. This year’s project mainly focuses on the city and county’s government institutions. The in-depth interview and focus group methods will be used in this year. After collect the related data, a suitable method of macro-appraisal will be set up for the city and county’s governmental institutions.
