Abstract:	民主國家的憲政結構規範了權力的分配、行使與互動的整體架構，而與之搭配的選舉制度（electoral system），往往決定了誰能進入該權力結構內扮演何種角色，因此有舉足輕重的影響力。2005年六月國民大會完成複決修憲，其內容除了廢除國大、公投入憲之外，最引人矚目的莫過於立委席次減半、任期改為四年，以及立委選舉由目前之「單記不可讓渡制」改為「單一選區兩票制」等，這不僅對我國之立委選舉制度是一大變革，而且對於政黨消長、競選策略、選民之投票行為，以及立法院生態、行政與立法之關係、政策形成與後果等都勢必影響深遠。2007年的第七屆立委選舉將首次適用新選制，因此堪稱是台灣民主發展過程中舉足輕重的一次關鍵選舉，值得深入研究。本三年期研究計畫的目標有二。一、在研究設計與方法方面：從方法學的角度檢視文獻中常見的選制變遷效應分析方法，評估其因果推論上之優缺點，進而提出一套最適宜評估我國選制變遷效果的研究設計與分析方法。本計畫第一年期將循著「質量並用研究法」中之QUAL+QUAN設計，在學理的關照下，發展兼顧質性與量化研究的設計。亦即進行案例內質的比較歷史研究，以及量的定群（panel）再訪設計等。二、在應用分析方面：將上述設計應用至2007年的第七屆立委選舉及後續發展。本計畫第二、三年期，不但將2007年新制立委選舉與先前「單記不可讓渡制」選制下的立委選舉進行案例內的比較，追索其演變過程之軌跡（process tracing），而且以台灣的2004與2007年之定群再訪資料和日本1994年選制變遷前後之眾議院選舉定群再訪資料相互比較，以推論我國立委選制變革之影響。
