2009 年8 月30 日日本民主黨大勝,終結了自民黨半世紀的執政。日本政黨輪替會對日本政治有什麼影響?本計畫擬探討日本政黨輪替對於既有的政黨-官僚-利益團體三角關係會有什麼影響?在自民黨長期執政之下,這三者間已發展出非常緊密的關係網絡,會因為民主黨的執政,有什麼變化?本計畫將以醫療政策下的厚生勞動省、民主黨及醫界的意見領袖-日本醫師會的互動為討論的對象。 Due to the Liberal Democratic Party’s long-term dominance, interactions among actors have been much institutionalized. It has been argued that the absence of power alternation has prevented Japan from having a real change. On August 30, 2009, the-then opposition party, the Democratic Party of Japan (DPJ), won a landslide victory and became a ruling party in September. How may power alternation affect Japanese politics? In particular, how will a triumvirate of party politicians, the bureaucracy and interest groups be affected? This research will use the health care as a case study to investigate the possible changes.
