Title:	大陸配偶在台生計現況訪視調查計畫

Abstract:	大陸配偶的「工作權」問題向為各界所關心，雖己有近六成處「依親居留」期間之大陸配業已取得工作權，唯迄今大多屬對經濟弱勢者之保障，其餘四成「依親居留」的大陸配偶，雖非屬經濟弱勢，然由「工作權」對其家庭生活之維持、人力之於就業市場暨對社會提供貢獻等角度觀之，仍具重要意義。故於避免開放「工作權」設計成為大陸非法移民的誘因外，在政府處理相關業務之經驗暨管理效能均業已提昇前提下，冀能經由本次的實證研究結果，作為擬定工作權條件適度調整之參考，不囿關照來台大陸配偶的生活需求，並能有助於促進國家發展人力資源的開發。本研究預期達成的成果包括：一、充份掌握現階段來台大陸配偶在台工作狀況。二、透視現階段來台大陸配偶工作所遭遇的困難暨彼等之確切需求。三、瞭解台灣地區一般民眾與政府主管單位對來台大陸配偶在台就業的觀感，在就業市場中之競合關係與對各項資源之排擠暨互補概況。四、評估放寬來台大陸配偶「工作權」領域暨可行性，並據以提出相關政策/法規修正之參考建議。
