    Abstract: 21世紀是一個必須透過一系列完善經濟計畫 (economic planning) 來加強推動與實踐永續發展 (sustainable development) 的世紀。在強調永續發展的思維下，人們將重新檢視與省思地球村下政府所應扮演之角色 (the role of government)。本計畫將以連續3年的時間，除了系統性整理、歸納與分析永續發展的文獻外，並將實地走訪全台與考察一些國外政府推動永續發展成功的案例，一方面研擬我國「地方主導、中央支持」之永續經濟發展具體藍圖，另一方面也提出可以作為各國中央政府進行跨國經濟合作之可行方案。本三年期研究計畫的重心簡述如下: 第一年除了回顧與整理我國傳統「中央主導、地方配合」之經濟發展模式及所有促進產業升級的相關法令條款外，並將從永續發展的思維與視野來省思與重新界定產業升級的方向與內容。第二年將評估以地方來主導經濟發展的各種可行方案，並研擬出可以促進地方政府進行跨行政區域的經濟合作機制與方案。第三年將提出「地方主導、中央支持」之永續經濟發展藍圖，並規劃出低碳、低耗能、低污染的綠色產業結構模式。
    Economic planning of the government will become gradually important in the twenty-first century. This research project analyzes the role of government from the perspective of pursuing the goal of sustainable development. This project emphasizes that it is desirable to initiate institutional change in Taiwan towards the movement of more centralized planning at the local government level. Such a change is also conceptually compatible with the “think globally, act locally” guideline. To stimulate the emergence of more stable and forward-looking communities (with heterogeneous characteristics and interests), it is better for the local government to play a leading role in promoting the long-term development of the local economy and the central government should play a crucial supporting role for the local government. This project will thoroughly investigate the disparity in fiscal capacity between central and local units, and carefully provide policy suggestions for promoting Taiwan’s long-term development. Finally, this project points out the significance of economic cooperation between national authorities for the provision of international public goods.
