    Abstract: 隨著災害與危機不斷在現代社會產生，政府必須為災害防救與危機管理建立一種新秩序。過去政府相關單位投注了許多心力與資源從事防救災的科技研究，也確實獲得不錯的研究成果，例如HAZ-Taiwan 系統、GIS 分析等。然而，政府部門間如何透過新的管理方式來促使防救災獲得進一步的效益，已成為目前的當務之急。從社會科學及管理的角度觀之，災害防救結合了經濟、統計、會計、社會、心理、政治等相關學科的知識。就應用面向而言，災害防救是將人類在管理實務上的經驗歸納、分析、整理而得出的原則，以社會科學的方法，對組織或機構提出管理上之建議。近年來，我國政府如經建會在民國89 年召開的「全國知識經濟發展會議」、行政院在民國90 年舉辦的「知識經濟發展方案」等，皆反映出了「知識經濟」對於當代社會的重要性，對於政府部門來說，也成為日漸重要的工作。因此，本研究在新倫理的規範下，認為現代政府應該責無旁貸的推動知識管理。透過在災害防救上知識的累積、傳承、擴散、應用、整合，與創新，本研究將從深入理解風險理性與風險知識之形成與演變，提出知識管理概念架構與架構應用於災害防救之建議，以建構「災害及危機管理資訊中心」（CMIC）為目的，並型塑健全之知識形政府防災體系。
