Abstract:	雖然我國電子化政府政策屢次在國際評比上有優異的表現，但是學術界與實務界在其後端政府資訊管理的業務與政策上的演變，迄今為有較具時間縱深的探討與詮釋。本研究企圖以擅長於時間縱深中描繪製度環境與策略選擇互動歷程的歷史制度論為主要觀點，透過組織文件分析與個別深度訪談，搭配動態回饋的系統思考途徑，解析我國自1960 年代以來中央及地方政府逐漸引進資訊技術輔助其行政運作，演變至今的電子化政府與電子化民主的政府資訊管理在其業務範圍與政策產出，並提供未來發展的建議。
