    Abstract: 網絡分析傳統自從1990 年代中期逐漸受到重視，主要的分析途徑有社會網絡分析、公共政策與政治科學途徑，以及公共管理網路分析。在公共行政領域，主要應用的是公共網絡管理分析途徑；然而，過去文獻不斷提出規範理論模型，卻缺乏經驗的驗證，雖然理論模型看似完美，但是有很多問題尚未回答。公共網絡管理的文獻，大部分的焦點都在探索如何形成「服務傳遞網絡」，這樣的議題可能涉及到不同的部門（公部門、私部門以及非營利部門），但本論文選擇公部門的「跨機關服務網絡」（Intersector Service Delivery Network）做為關注的焦點，為瞭解其真相，本研究首先從文獻探討歸納出不同層次的研究假設與研究架構，並選擇臺北市政府的民政業務為分析範圍，以問卷方式調查臺北市政府民政業務下所轄的各機關，包括民政局、區公所與戶政事務所的各官員，而在研究推論層次可以區分成三個層次：個體層次、機關層次與跨機關層次。研究方法則透過stata9.0，處理類別資料分析的一般線性模型(GLM)與層級線性模型（HLM）。在理論貢獻上，期許可以檢驗這些規範性理論應用至政府實務的深度，並檢視「跨機關服務網絡傳遞網絡」的優缺點。
