    Abstract: 社會資本（Social Capital）之概念、理論及相關研究，近年來快速發展，成為學術與實務領域中新興的重要議題。在實務發展上，無論是低度開發國家的扶貧計畫、開發中國家的經濟發展與政治改革，社會資本的討論愈顯重要；而在學術領域中，「社會資本」理論也不斷地以不同的角度與途徑，拓展其實質影響範疇。本研究試圖瞭解政府如何影響社會資本之累積？政府干預的原理為何？政府應採行發展社會資本的政策嗎？政策制定者在設計干預政策的挑戰是什麼？提升社會資本累積的干預手段其正當性又是什麼？除針對前揭議題加以探索之外，並擬分析英國、美國、加拿大及香港等地之相關作法，最後，根據研究結果，提出我國本土性的政策建議。
