    Title: 運用網路進行公民連署之評估與機制設計

    Abstract: 線上連署(e-petition)的應用已是世界先進民主國家利用ICTs促進公民參與的趨勢，此種公民連署之方式，對於我國選舉罷免、創制複決以及公民請願過程中連署障礙的排除以及行政機關處理成本的降低，提供一個契機。因此本研究的主要目的為，從研究國外民主深化國家的相關電子民主經驗與基礎中，分析建構一個適合我國民主體制的網路公民連署機制雛形，並檢驗其可行性，作為未來建立該機制的參考。具體而言，本研究將透過文獻分析檢視各國公民連署及運用網際網路連署相關機制（或政策）之現況，分析歸納各國應用方式之優缺點，以作我國公民連署機制之參考；其次，將透過深度訪談檢討現行電子治理機制下，我國的公民連署機制現況，並進一步規劃線上連署機制雛型；其三，透過焦點團體座談以及問卷調查，從法律、政治、行政以及技術層面，對我國未來推動網際網路公民連署機制進行成本效益及可行性評估。最後則提出未來推動該機制的中短程政策建議。
