    Abstract: 隨著電腦資訊軟硬體與網際網路的逐漸普及，我國政府自 1996 年起也伴隨著國內民主政治的發展轉型，利用現代資訊及通訊科技的特性，輔助公部門內部管理活動以更有效率效能地服務民眾，對外提供民眾與民間企業團體網路加值服務，同時也逐步擴展至民主行政的範疇，企圖更全面地導引公部門在組織運作與文化的改造。本研究第二年計畫除了在時序上延續評估資通科技對民主行政內涵與組織變革的影響之外，首先將研究焦，深入探討資通科技搭配特定政策模型所組成的決策支援系統，瞭解我國政府公務員於動態環境中的決策績效與行為，並驗證相關的決策輔助設計與學習成效，此面向的研究內涵為本研究第一年度計畫中無法以電子郵件問卷取得資料的部分，第二年度計畫將以線上實驗途徑予以探討。其次，第二年度計畫也將以網路問卷取得實際使用過數位治理服務的民眾、企業、與民間團體（以下簡稱民眾），以及目前尚未使用過政府網站的民眾，不但可比對政府官員所認知與經驗的資通科技影響層面，更能對政府資源投入有所評量。
