    Abstract: 為因應臺北縣改制為準直轄市的新趨勢，臺北縣政府各機關的功能與職掌都轉型成獨立機關的組織運作型態，且面對全球治理的挑戰，地方府需要建立具備代表性、客觀性、量化性、穩定性與回應性等五項評核原則的施政績效評估機制。同時，臺北縣政府為實施並評估本府各一級機關年度的施政績效，並藉由全面品質管理的方式達成縣府的施政目標，故需藉由前開制度實施各機關97年度的施政成果及績效評估作業。
