    Title: 中高階公務人員訓練成效之評估研究

    Abstract: 公務人力素質良窳、能力強弱，直接影響到政府部門的治理能力和服務效能，因此有必要建立完備的公務人力培訓體系，投入合理的教育訓練資源，提供適當訓練進修規劃，以強化公務人力資本，有效提升政府的競爭優勢。而就中高階公務員訓練而言，由於其立於政治任命之政務官，和常業體系之事務官之間，一方面須提供自身長期經驗，對政治回應性等重要因素加以考量，輔佐政務人員做出較佳之判斷；另一方面則須領導常業文官，發展行政管理之手段。故而近年來，世界各國針對高等文官或中高階文官的訓練，尤為重視，甚或發展分層、分階段的訓練。行政院自97年起針對中高階公務人員系統化規劃辦理各項國內外培訓，包括加強關鍵性職位培訓，積極與國際知名學府合作，辦理研習課程等，至今已辦理755人次之訓練。本研究係以不同類別之中高階公務人員訓練之目標先行區隔，透過Kirkpartrck的四層次訓練評估和評估方式之設計，並依時間、職系、主管業務、層級、短中長期訓練….分別評估其訓練之成果及差異，以了解中高階公務人員訓練之目標是否達成，並說明目前各項課程之良窳優劣，俾做為未來改進之參考。有鑑於中高階公務人員之培訓日益重要，為暸解各項培訓之功能與成效，以達學習資源有效運用及深耕人才培育，爰進行本案之研究。
