    Abstract: 一、現況檢討與分析（一）蒐集中央、臺北市、臺北縣、高雄市、臺中縣市相關單位組織架構及業務職掌之相關經驗，進行優缺點分析和比較，並提出可行性規劃、因應措施與建議。（二）關於組織與制度設計面，為因應組織改制，以發揮臺中市政府行政處最大行政效能為前題，參考前述組織之分析及需求，進行有關權限劃分並草擬機關組織規程及組織編制表。（三）蒐集中央、臺北市、臺北縣、高雄市、臺中縣市相關政策、相關計畫及相關法令進行調查研究，對於無法立即接辦或接辦後對臺中市政府行政處衝擊較大者，擬定政策說帖，作為向臺中市議會及上級報告之依據。（四）研析組織現況衍生問題、未來應重視之課題及其改善方向、應變措施，以提升組織運作效能。（五）蒐集、彙整中央、臺北市、高雄市、臺北縣、臺中縣等各相關機關等之資料及建議，以作為未來業務及組織調整需求的報告書。（六）改制後組織對區域之互補合作、競爭優勢分析、參與國際事務的能力及吸引國際觀光條件等相關議題研究與對策研析。 二、策略目標規劃 因應未來縣市合併針對秘書處之組織職掌變革和運作效能提升兩大研究主軸進行有關權責劃分、法制增修、員額編制分析、業務與各處相同業務之分（整）併分析、各科人員調整移撥或擴編分析等議題，其內容應涵蓋差異分析說明、方向定位、未來願景及發展構想等。
