    Abstract: 本研究接續2008 年台灣文官調查（TGBS-I）的路徑，以不同的理論架構進行第二次的全國文官調查（TGBS-II），本著「循證、本土、公開」的精神，進行資料的收集。根據TGBS-I 的經驗，本次研究主要有三點的不同，第一，隨著台灣進入後二次政黨輪替的民主鞏固年代，民眾對於政府效能的要求越來越高，這是本次調查最重要的依變數、第二，本次研究與美國國家行政調查(NASP)的團隊結合，共同設計題目，並在中國與新加坡同步施測問卷；第三，本次調查將開始開放讓團隊外的學界成員加掛題目，以真正達到研究資源共享的目的。【理論與方法】本次的理論架構，主要是以民主治理下的政府效能為核心，討論管理（公共服務動機）、法制（繁文縟節）、以及政治（政務/事務關係）這三個獨立變數對於政府效能的影響。如果加上團隊外加掛的題目以及受訪者的基本資料，將可產生不同層面的研究問題與答案，然而，這其中有兩個變數必須要花更多的心思建構，一個是主要依變數—政府效能，將以主觀為主，客觀為輔的方式收集資料，另一個則是主要的自變數—政務與事務關係，本研究將針對TGBS-I 的產生，進行題組的重新設計，以求確實達到測量政務與事務關係的信效度。【預期結果】本研究將於 2013 年寒假實施，依照TGBS-I 的經驗，大約兩個月可以結束訪談，經過半年的資料清理，由團隊內成員(包括加掛題目者)先行使用資料一年，該時期結束之後，對外公佈，並且再一次舉辦「循證調查與文官制度研究」研討會，邀請非團隊成員以本資料進行論文發表，並進一步強化學界對於循證研究的廣度與深度。
    This study is an evidence-based survey effort following the earlier effort in 2008, now being called the Taiwan Government Bureaucrat Survey-I (TGBS-I). The principle goal for the continuous efforts is to systematically collect data to answer various theoretical as well as practical problems concerning governing in Taiwan. In the proposed TGBS-II, there are three differences between TGBS-I and TGBS-II. First, as Taiwan moves into the era of post-second party-turn-over, government effectiveness is on the mind of most citizens. PI will use a new theoretical framework to tackle this popular concern. Three major independent variables, together with the primary dependent variable – government effectiveness – are public service motivation, red tape perception, and politician/administrator relations. Second, in the process of implementing TGBS-II, there will be a close cooperation with the team who produces the National Administrative Studies Projects (NASP) in the USA. Third, for the purpose of resource-sharing, about 1/5 of the questionnaire will be opened to academia for questions. It is expected that the survey will be finished in Spring, 2013. After about one year “data embargo,” the data set will, as in the TGBS-I, be opened to the academia.
