Abstract:	我國災難管理機制，前於1965年即制定災害防救的相關行政機制，復於1995年成立內政部消防署賦予其災害防救等職責，2000年公布實施「災害防救法」，並經2002年及2008年2度修正建構了以「減災」、「整備」、「應變」及「復建」為主軸的災害防救法制體系。然而2009年八八風災的發生，從中央政府的決策與回應、中央與地方溝通機制與對話，乃至救災動員與緊急安置等，似尚未發揮應有之功能。其中救災歷程涉及之公民參與，重建歷程所涉之公私協力等，均為跨部門治理（Cross-sector Governance）理論所關注之內涵，顯示出災難管理機制與跨部門治理理論緊密相關。緣此，本研究計畫擬以我國災難管理機制之檢視與重構為核心議題，並以跨部門治理理論為觀點，進行相關理論與實務之檢証與組織設計，輔以兼具國內外之個案研究，建構並豐富跨部門治理之相關理論內涵，繼而嘗試檢視與重構較具效能之我國災難管理機制，以發揮其實際解決問題之功用。事實上，由於從跨部門治理理論的觀點，來探究與重構災難管理機制，在實務上，對人民生命、財產安全，與國家、社會之發展，皆影響至鉅，有其重要性 This study intends to review the disaster management mechanism in Taiwan, and tries to redesign it by the theoretical framework of Cross Sectoral Governance. Also, the study attempts to analyze different experiences of disaster management in different countries by case studies, in order to proposes a better theory in Cross Sectoral Governance and suggests a more effective disaster management mechanism for government
