    Title: 外人投資、生產效率、與區域經濟發展---中國大陸的實證分析

    Abstract: 大陸自1979 年改革開放迄今已有25 年，我們看到幾個非常顯著的經濟現象，即大陸經濟快速成長，對外貿易快速成長，與區域之間的所得分配日益惡化。此三個現象一方面與大陸各地區的天然條件、區位、與開放時間有關以外，也與外資流入 (FDI)有密切關係。依大陸統計資料顯示，在2003 年時，大陸工業產值中有33.4%來自外資企業，出口中更有51.3%來自外資企業。另一方面，長江三角洲與珠江三角洲只佔大陸人口的16.3%，但卻吸引了60.1%的外資，也因此造成二地GDP 產值佔全大陸的34.0%。顯然，大陸區域經濟發展與FDI 的流入有密切關係。本研究主要目的在探討FDI 對大陸各省的生產效率有何顯著的影響。為了要估計大陸各省的生產效率，我們先建立一個隨機生產邊界(stochastic production frontier)，並利用大陸1979 到2003 年25 年的年資料，再加上每年30 個省所合成的pooling data，先來估計隨機生產邊界，並據以估計各省在各年的生產效率高低。在計算各省各年的生產效率以後，我們再建立一個決定生產效率的簡單模型，即一方面考慮地理位置、資本勞動比、產業結構、勞動素質等各種因素以外，我們特別強調外資流入的金額與外資企業家數對於大陸各省生產效率的可能影響。最後再利用Pooling data，並考慮各省的fixed effect 情況下，我們再利用一般化最小平方法(GLS)，來估計外資流入對於在生產效率的影響。我們的直覺是，由於外資企業的生產效率較高，因此外資流入愈多的省份，其生產效率愈高，其所得與出口也愈大。而由於外資流入大陸各省的分配十分不平均，也因此造成大陸經濟發展的同時，所得分配也出現逐漸惡化的現象。
