    Title: 台灣有線電視產業成本特性、需求彈性與市場力量之探討

    Abstract: 1996年以來，隨著水平及垂直整合行為的進行，在產業結構方面，台灣有線電視系統業者家數已遞減至2006年的62家，百分之七十以上的系統業者已集團化，三分之二以上的有效頻道已掌控在前二大集團手裡；在有線電視收視費方面，在2002年之前，月收視費亦已從150元大幅上漲至500元以上，且大多數業者的月收視費有逼近600元收費上限的趨勢；但是，在2002年之後，月收視費卻有下降的趨勢。上述費率變動到底是系統業者的獨佔力或壟斷力變化所導致的？還是系統業者本身的經營成本改變所導致的？如果是獨佔力或壟斷力提升所導致的，政府主管單位的因應對策應如何？相反地，如果是系統業者低經營成本所導致的，在費率上限管制下，對應市場需求特性，系統業者是否仍可透過更靈活的經營策略來進一步提升獲利？實有值得深入研究之必要。根據台灣有線電視的產業特性，參考既有文獻，本研究將首先建立系統業者的超越對數成本函數；其次，引進要素與收入份額方程式，建構一個包含五條方程式的聯立實證模型；然後，依據2003–2008年系統業者的財務報表資料，利用3SLS對上述聯立模型進行估計，並利用聯立模型參數估計值進一步估計整體產業與個別系統業者的邊際成本、平均成本、規模經濟程度、市場力量與價格需求彈性；最後，則進行縱斷面與橫斷面分析及提出政策性與策略性建議。
