    Title: 英荷優良農地保護利用與作法之研究

    Abstract: 本計畫設定之目標包括：(1)歐盟共同農業政策內涵。(2)英、荷兩國農地需求總量擬定、控管方式及成效。(3)英、荷兩國優良農地之界定、保存作法及成效。(4)英、荷兩國農地變更審議程序、重點、操作方式及問題。(5)英、荷兩國為促進農地有效利用之賦稅制度及實施經驗等。(6)檢討我國農地賦稅相關制度，建立合理之農地賦稅機制，協助政策推動。(7)透過英、荷與我國相關制度之比較，建議未來之農地政策方向。基於計畫目標，本計畫主要工作為(1)蒐集英、荷優良農地相關文獻。透過學術期刊、政府部會以及國際組織報告，了解英國以及荷蘭農地保護與利用政策。學術期刊，如Land Use Policy以及Journal of Rural Studies等。兩國相關部會，如英國的環境、糧食及鄉村事務部（Department for Environment, Food and Rural Affairs, Defra），荷蘭的住宅、空間規劃與環境部（Ministry of Housing, Spatial Planning and Environment）等。此外，國際組織如Organisation for Economic Cooperation and Development, OECD 的Rural Policy Review等。(2)歸納臺灣優良農地保護問題。透過相關研究及報告，整理出臺灣優良農地保護所遭遇的問題。(3)透過英、荷經驗，提出臺灣相關政策改進方向。英國及荷蘭農地轉用速度遠低於大多數已開發國家，被公認為具有保護優良農地的成效。比較英國、荷蘭與臺灣對於農地管理利用的政策，以提出臺灣未來的改進方向。綜上，本計畫預期效益主要為: 1.了解英國及荷蘭優良農地保護制度與做法。 2.提供臺灣未來政策修訂參考 2.提供臺灣未來政策修訂參考。
