    Abstract: 本研究主要分析在全球化過程中,區域創新系統、廠商R&D區位選擇及廠商間網絡治理三者的關係;創新對廠商競爭力及生產力的提升已在相關研究中獲得證實(Feldman and Florida,1994),各國政府及相關企業莫不積極促進創新的產出,以提升競爭力;90年代以後,台灣廠商赴大陸投資日增,大陸地區已成為台灣企業單一地區投資比例最大的區域,且大陸在國際生產市場上亦佔有舉足輕重的地位,故本研究主要針對台灣跨國企業集團在海峽兩岸R&D區位選擇行為進行研究,並分析在區位選擇行為背後所隱含的廠商網絡連結及治理的觀念,希望藉由本研究的分析,瞭解大陸及台灣區域競爭優勢的差異性,吸取大陸的區域發展優點並改善本身缺點,發揮台灣區域環境無可取代的區域競爭優勢,及強化廠商間的網絡連結,重新找回台灣的產業競爭力。有鑑於此,本研究擬分二年探討海峽兩岸區域創新系統、台灣跨國企業集團研發(R&D)區位選擇行為與網絡治理間的影響關係。其中第一年首先由區創新系統理論切入,收集大陸地區(華中、華北、華南地區)及台灣地區產業環境的相關資料,建立評估指標,比較各區域創新系統的差異性;進一步納入相關變數建立實證模型進行測試,討論跨國企業R&D區位決策行為的影響因素。第二年則在第一年的研究基礎上,分析跨國企業集團R&D區位決策中所隱含的網絡治理關係,包括其與區域創新系統的在地化網絡關係及廠商本身網絡的連結及維持,了解跨國企業兩岸佈局的網絡分佈情形,最後就這三者關係作一綜合性的分析討論,提出在面對大陸強勢的競爭壓力下,台灣區域創新環境的建構及促進網絡連結的相關建議
    This study is aimed to investigate the interplay of regional innovation system, location decision of multinational enterprises and network management. Since previous studies attested that innovation can improve the competitive and productive capabilities of a firm (Feldman and Florida, 1994), both public and private sectors have strived to encourage innovation. In the late 1990s, the number of Taiwan enterprises investing in China rose dramatically, placing China the country with the highest amount of total investment of Taiwan enterprises. Considering the global investment trend of Taiwan enterprises and China's growing influence in a global economy, we plan to study the R&D location decisions in China for multinational enterprises from Taiwan. As above location decisions implies the concepts of network and network management, this study is expected to be a guideline that points out the empirical rules of building successful networks in China. By showing the differences of regional competitive advantages between Taiwan and China, this study is also expected to benefit multinational enterprises from Taiwan by helping them draw on the strength of each to offset the weakness of the other. We plan to carry out a two-year study investigating above issues. In the first year, our research will focus on the regional innovation system. With evaluation index and quantitative models, we will compare the differences among the innovation systems in Taiwan, North China, Middle China and South China and consider the influences of these differences when examining factors that affect multinational enterprises’ R&D location decisions. Based on the first year results, the second-year study will focus on network management that multinational enterprises’ R&D location decisions imply. Detailed contents include the proclivity of firms to enter into networks, the choice of partners in networks and the choice of governance structure in alliances as well as the performance of multinational enterprises in networks. We will also trace the growth path and performance of network itself in order to find out the significant factors for network maintenance as well as factors damaging networks. The interplay of regional innovation system, location decision of multinational enterprises and network management will be drawn in the final part. According to above study, we will provide some suggestions for firms to construct networks, management network resources and utilize resources in regional innovation systems
