    Title: 新北市族語魔法學院研究實施成效及其發展模式評估研究計畫

    Abstract: 國家政府的民族認定標準，首要條件即是語言。簡言之，「語言斷，文化滅，民族亡！」所以說：「語言即為民族的靈魂！」，一點也不為過。所以，對原住民族而言，語言不只是溝通的工具，更是文化的標誌、民族認定的標準及民族存亡的關鍵。 依據調查研究顯示，新北市原住民總人口數約近5萬人，推估50歲以上者，平均尚有族語聽說流利度者約6000人，僅占全市原住民總人口數的12.5%；30歲至50歲之間，推估族語聽說流利度是會聽不會講者約16,000人，佔全市原住民總人口數的31.9%；30歲以下，完全沒有族語聽說能力者，約278,500人，佔全市原住民總人口數的55.7%。 一般而言，缺乏族語優質環境與學習族語機會為最大因素。其中族語能力下降的原因包括：1.離開族語母體環境的原鄉部落2.父母年輕化3.異族通婚4.很少回原鄉部落的關係5.缺乏與自己族人對話的經驗6.不認同學習說族語。因此，為提升50歲以下88.5%族人的族語能力、加強其民族認同及挽救瀕臨消亡的語言，政府責無旁貸地必須全力支持族語振興運動。 族語復振策略，必須兼顧第一語言習得的自然環境及第二語言學習的教學環境。本府去年成功試辦全國首創的『族語魔法學院』寒暑假體驗營後，100年度賡續辦理「族語魔法學院可行性評估」委託研究計畫，希望未來規畫整體性、全面性、永續性的族語政策。
