    Abstract: 傳統上都將主權國家視為國際操作過程中的主體，但是自蘇聯解體之後，發生了大規模的族群重新配置的現象，其中又以散置在中亞，高加索與波羅的海地區超過2000 萬的俄羅斯人最為顯著。一方面，俄羅斯人必須面臨新的國家認同與文化保存的問題，而就中亞，高加索與波羅的海地區的當事國而言，除了要調整國內的族群政策外，在與俄羅斯進行外交交涉時，也必需考慮國內占一定比例俄羅斯人的利益。再以俄羅斯的立場來看，保護散居各地俄羅斯人的利益以及協助其保存傳統文化，除了是一種不可迴避的責任外，也構成俄羅斯與各國在外交折衝過程中共同要解決的課題。本計畫將以拉脫維亞，烏克蘭，哈薩克斯坦與土庫曼斯坦境內的俄人為例，分析族群因素在俄羅斯外交政策中的影響及角色。
