    Abstract: 臺北縣政府自96年10月1日起升格準直轄市後，依地方制度法第十八條所訂直轄市自治事項第五款勞工行政事項中，勞資關係為第一要項。穩定和諧的勞資關係因而即成為臺北縣府勞工局之重要工作項目。換言之，在政策方向上，如何有效處理勞資爭議案件、降低勞資爭議案件之發生，進而促進和諧合作之勞資關係，即是臺北縣政府勞工政策施政之優先要務。因此，在政策規畫上，掌握臺北縣勞資爭議案件之屬性與成因，進而據以規劃適當對策達成政策目標有其急迫性。
