The purpose of this study is to develop a general theory of organization design, termed Axes-based Organization Design Theory. Axes channel through people within a department or through departments within a higher level unit. In the conventional theory, axes are similar with the grouping choice or chain of command arrangement such as product departmentation, function departmentation etc. But the meaning of axes goes beyond these simplified concepts. Axes actually reflect the implicit contents of grouping way, contents including goals, resources, information, knowledge, and routines etc.We term these contents as business elements. They are essential for the members』well performance of value creating tasks. The mission of organization designer is to set appropriate axes to link every members and units and make sure all business elements are provided through specific axes and all differentiated parts are well coordinated and integrated with respect to these elements. Depending on the environment and strategy, organization designers configure complex axes arrangement and the resulting organization structures are often too confusing to the conventional theorists. But with the proposed theory, we can interpret these real intricate phenomena easily. Thus we believe this study would make substantial contribution both to the field of organization design and practical organization designers.
